国际学生管理规定(试行)
第一章 总则
第一条 为进一步规范和强化我校国际学生管理工作,提升国际学生培养质量,根据《中华人民共和国教育法》《中华人共和国职业教育法》《学校招收和培养国际学生管理办法》《普通高等学校学生管理规定》《来华留学生高等教育质量规范(试行)》《普通高等学校新生学籍电子注册暂行办法》《中华人民共和国外国人入境出境管理法》等有关法律法规,结合学校实际,制定本规定。
第二条 本规定所称国际学生,是指根据《中华人民共和国国籍法》不具有中国国籍且在我校接受教育的外国学生。国际学生应当遵守中国法律法规,尊重中国风俗习惯,遵守学校规章制度,完成学校学习任务。
第三条 国际学生是我校学生群体的重要组成部分,全校各二级学院(部门、直属单位)都要将国际学生纳入自身的教育、管理和服务范畴。
第四条 国际学生的招生、培养和教育管理工作,总体上遵循“扩大规模、提高层次、规范管理、保证质量”的原则,按照“部门统筹,学院培养”的两级管理模式,积极稳妥地推进学校国际学生教育工作持续健康发展。
第五条 我校接收以下类别的国际学生:
1.学历生:身体健康、无不良记录,具有高中毕业或同等学力,可申请就读重庆建筑工程职业学院相关专业,具体要求按照当年度国际学生招生简章执行。
2.非学历生:包括研修生、进修生。
第六条 科研与发展规划处作为国际学生归口管理部门,在学校党委行政领导下,依据国家有关法律法规对国际学生工作进行综合管理、指导与协调。
第二章 国际学生的权利和义务
第七条 学校应维护国际学生的合法权益:
(一)参加教育教学计划安排的各项活动,按学校规定使用教育教学设施、设备和图书资料;
(二)按照我国及学校有关规定参加社会服务、科技服务和文娱体育等活动;
(三)按规定申请奖助学金;
(四)在思想品德、学业成绩等方面获得公正评价,完成
教学计划并考核合格后获得相应的学历证书或结业证书。
第八条 国际学生应当履行下列义务:
(一)遵守中国法律法规,遵守校规校纪;
(二)按时缴纳学费及有关费用;
(三)服从学校管理,维护学校教育教学秩序和生活秩序,养成良好的道德品质和行为习惯;
(四)努力学习,完成规定学习任务。
第三章 招生录取
第九条 科研与发展规划处负责学校国际学生的招生、录取工作。
(一)负责国际学生的招生宣传和推介工作;
(二)制作国际学生招生简章;
(三)组织相关部门审核国际学生的护照、最高学历、成绩单、体检及无犯罪记录等资料;
(四)及时邮寄已录取国际学生的录取通知书、报到注意事项、外国人来华签证申请表等材料。
第十条 相关二级学院根据师资力量和专业情况,根据学校国际学生招生简章,有针对性地进行招生宣传;对申请人员进行专业审核、学习能力评估,必要时组织专业面试,并将审核评估结果报科研与发展规划处。
第四章 入学报到
第十一条 科研与发展规划处会同党政办公室、党委学生工作部、财务处、保卫处、信息中心、基建后勤处、院团委等部门、相关二级学院,做好国际学生的接机接站、校园卡发放、宿舍入住、学费缴纳等入学工作,可在报到场地区域设置国际学生专区或卡位。
第十二条 国际学生新生报到时,须持《重庆建筑工程职业学院录取通知书》(原件)、《外国留学人员来华签证申请表》(原件)(JW202表)、有效的学习签证(X1、X2)或居留许可及《体检资料》(原件),按规定时间到校办理入学手续。如有特殊情况不能按时报到者,必须提前向学校申报,除不可抗力因素外,未经准假且自报到首日起两周内(14天)不办理报到手续的,自动取消入学资格。
第十三条 国际学生新生报到后,须按照学校的统一安排,参加新生入学体检。如在入学体检时被发现患有我国规定不能在校学习的疾病,应取消其入学资格,并限期离境。经二级甲等及以上医院诊断确认短期内可达到健康标准的,可由本人申请,学校批准,允许保留入学资格1年并回国治疗。保留入学资格的学生不具有学籍,不享受在校学生和休学学生的待遇。在保留入学资格期间内经治疗康复者,应凭二级甲等及以上医院出具的证明,经我国卫生检疫部门确认后,可向学校申请入学,重新办理入学手续,取得学籍。逾期未办理入学手续者,则取消其入学资格。
第十四条 国际学生实行全员保险制度。在华停留半年以上的国际学生必须购买“来华国际学生保险”,保险涵盖范围参考保险公司相关条款。凡未按照规定购买保险的,学校不予录取;对于已在学校学习但不购买保险的,予以退学或不予注册。
第十五条 国际学生每学期应当携带护照和学生证,在规定日期内到校,在新学期开学前缴费,方可办理注册手续。未经注册者,不得参加学校各项教学活动,不为其出具居留许可公函。
第十六条 国际学生在入学注册中有弄虚作假、徇私舞弊行为者,一经查实,取消其入学资格或学籍。
第五章 学籍注册
第十七条 新生报到后,科研与发展规划处负责为国际学生注册学籍。
第十八条 科研与发展规划处将已注册国际学生名单提交教务处,由教务处负责编制学号,制作并发放学生证。各相关二级学院负责国际学生的学生证的学期注册、日常教学、期末考试、见习实习、毕业设计(论文)、证书发放等工作。
第十九条 学校实行二学期制,每学年分秋季、春季两个学期。已取得学籍的国际学生应按规定的时间按时到校办理报到注册手续。每学年注册2次,开学缴费后方予注册。不能如期注册者,应当办理暂缓注册手续。
第二十条 国际学生在校学习最长年限为:专科生所学专业规定的学制年限再延长2年。
第六章 教学组织
第二十一条 教务处是国际学生的教学运行主管部门,各相关二级学院是国际学生的日常教学工作管理责任部门。
第二十二条 相关二级学院按照相应专业的教育教学标准和规范的要求,并考虑国际学生的学习特点,制定国际学生的专业培养方案,包含培养目标、课程体系、教学计划、实践教学等内容,经专家论证、教务处审核、院务会审定后发布实施。国际学生的培养方案应包含汉语能力水平要求和中国概况类课程的必修要求。国际学生可免修大学英语、思想政治理论课、军事训练、体育类课程。
第二十三条 国际学生应当参加所修专业培养方案规定课程的考核。课程考核成绩以百分制计,成绩60分以上(含60分)为合格,不及格者(60分以下40分以上)有一次补考机会,40分以下者和补考不合格者重修。
第二十四条 国际学生因病或特殊情况不能按时参加考试,应提前以书面形式向所在二级学院提出申请,报教务处审核,经批准后可以缓考。未请假或请假未获批准而未参加考试者,一律视为旷考,成绩以零分计,且须重修此门科目,参加下一年度考试。
第二十五条 国际学生必须遵守学校的各项考试纪律和考场规定,考试违纪的国际学生,有关考试课程成绩记为零分,并视其情节轻重给予相应的纪律处分,具体要求按学校学生考试违规处理办法执行。
第七章 日常管理
第二十六条 相关二级学院应为国际学生配备辅导员,辅导员需要全面负责国际学生日常的管理工作,应关心国际学生的思想、学习和生活需求;根据学校国际学生管理相关制度,负责国际学生教育与管理规章制度贯彻落实;及时做好信息、咨询、文体活动等方面的服务,配合相关部门做好突发事件的处理工作。
第二十七条 国际学生在校学习期间,享受我国的节假日和学校的寒暑假;学校不按照国际学生派遣国的节假日放假、休假。
第二十八条 经申请及批准,国际学生方可在校内指定的地点和范围举行庆祝本国重要传统节日活动。但不得有反对、攻击他国、民族的内容或者违反公共道德的言行。
第二十九条 学校尊重国际学生的民族习俗和宗教信仰,但不提供宗教活动场所。国际学生不得在校园内进行传教、宗教聚会等任何宗教活动。
第三十条 国际学生在学校学习期间可以参加勤工助学活动,但不得就业、经商或从事其他经营性活动。国际学生勤工助学按《高等学校国际学生勤工助学管理办法》执行。
第三十一条 国际学生在校期间应自觉学习和遵守我国法律法规与学校各项规章制度,不迟到、不早退、不旷课。
第三十二条 国际学生因事、因病不能参加学校安排的教学、实践及其他统一组织的活动,应事前履行请假手续。单门课的请假,由该门课程的任课老师批准;请假两节课以上1天以内者,须经辅导员批准;请假1天以上3天以内者,须经辅导员、所在二级学院总支书记批准;请假4天以上(含4天)1周以内者,须经辅导员、所在二级学院总支书记、党委学生工作部批准。请假1周以上者,须经辅导员、所在二级学院总支书记、党委学生工作部及分管校领导批准;连续请假超过1个月,应申请休学。学生请假需在微信小程序上履行请假程序。如遇特殊情况,无法在微信小程序上请假,须由本人填写《重庆建筑工程职业学院学生请假单》,准假后由学生本人向相关任课老师说明缺课原因。
第三十三条 国际学生上课无故迟到、早退累计3次按旷课1次计算。每学期累计旷课达到19学时以下,警示教育,达20学时,予以警告处分;受到旷课警告处分且在影响期内,再次累计达20学时者,给予严重警告处分;受到旷课严重警告处分且在影响期内,再次累计达20学时者,予以记过处分;受到旷课记过处分且在影响期内,再次累计达20学时者,予以留校察看处分;未请假连续2周不参加教学、实践及其他统一组织的活动,勒令退学。
第三十四条 寒暑假及法定节假日,国际学生离校1天以上的,应提前向辅导员申请,并报所在二级学院审批,说明去向、原因及出行时间,并须按约定时间按时返校。
第三十五条 国际学生因寒暑假、法定节假日、请假等离校外出的,应增强自我保护意识,不组织(不参与)一切违法和有损学校声誉的活动,学生离校外出期间的一切安全责任由学生自负,逾期不归者学校将予严肃处理。
第八章 奖励与处分
第三十六条 国际学生奖学金申请基本条件为:
(一)知华友华、爱校荣校;
(二)身心健康、品行端正,遵守我国法律法规与学校规章制度,无违法违纪行为;
(三)在读生无不及格科目。
第三十七条 中国政府奖学金、重庆市人民政府外国留学生市长奖学金等奖励标准、申请时限、指标名额等按照主管部门有关政策文件执行。
第三十八条 学校设立外国留学生校长奖助学金,具体评审办法另行规定。
第三十九条 国际学生获得竞赛类成果,按学校竞赛类成果奖励办法执行。
第四十条 国际学生必须遵守中国法律法规和学校规章制度。对有违法、违纪、违规行为的学生,学校将根据其情节轻重,给予批评教育或纪律处分。对国际学生的纪律处分按严重等级分为:警告、严重警告、记过、留校察看、开除学籍。
第四十一条 对违反中国法律法规,扰乱社会秩序,受到司法机关或者执法部门处罚的学生,分别给予以下处分:
(一)对违反中国法律,构成犯罪的,勒令退学;
(二)对违反《中华人民共和国治安管理处罚法》的,按《中华人民共和国治安管理处罚法》有关条例进行处罚;
(三)对违反学校各项规章制度的,依我校学生违纪处理办法给予处罚。
第九章 转专业
第四十二条 一年级国际学生学历生有下列情况之一者,可提出转专业申请。
(一)入学后发现有某种疾病或生理缺陷,经学校指定医疗单位检查,证明其不适合继续在原专业学习,但尚能在本校其它专业学习的。
(二)在某些方面有突出才能,转专业更能发挥其特长的。
(三)在原专业学习确有困难或其它特殊原因,经个人申请、相关部门联合认定的。
第四十三条 国际学生转专业,应由学生本人提出申请,并附相关证明材料,所在二级学院初审,报教务处、科研与发展规划处审核,分管校领导审批,院务会审定。接受上级各类奖学金资助的国际学生转专业,还须经各类奖学金主管部门同意。
第四十四条 国际学生在校期间原则上只允许转专业一次,且不能跨文史、理工、艺术、体育等大类。
第十章 休学与复学
第四十五条 学生可以分阶段完成学业,除另有规定外,应当在学校规定的最长学习年限(含休学和保留学籍)内完成学业。国际学生有下列情况之一者应当休学:
(一)每学期病、事假连续达1个月者,应申请休学;
(二)每学期病、事假累计达3个月者,应申请休学;
(三)因特殊原因本人申请或学校认为应当休学者。
第四十六条 国际学生按下列规定办理休学手续:
(一)国际学生因故休学,应当持有关证明办理休学手续,经所在二级学院初审,报教务处、科研与发展规划处审核,分管校领导审批,在接到休学通知之日起1周内办完手续离校。
(二)国际学生每次休学期限原则上为一学年、累计不超过两次。
第四十七条 国际学生休学期间,不享受在校学生待遇,学校停发各类奖、助学金,休学回国的往返路费、医疗费、生活费及其它费用均由学生自理。
第四十八条 国际学生在休学期间发生的任何事故或违法行为,学校不承担任何责任。
第四十九条 国际学生复学按下列规定办理:
(一)因事或因病休学者要求复学须在期满前1个月向二级学院提交复学申请;因病休学的学生,申请复学时应附二级甲等及以上医院出具的身体健康证明,并经学校指定医院复查合格,方可申请复学;复学经所在二级学院初审,报教务处、科研与发展规划处审核,分管校领导审批,接到复学通知之日起1周内办完手续返校。
(二)复学后,进入相应年级学习,复学学生的学费标
准与其复学后就读的年级相同。
(三)休学期满后两周内不办理复学手续的学生,按自动退学处理。
第十一章 退学
第五十条 国际学生有下列情况之一的,应予退学:
(一)在学校规定学习年限内(含休学)未完成学业的;
(二)休学期满超过2周没有提出复学申请或者申请复学经审查不合格的;
(三)经二级甲等及以上医院诊断,因身心原因无法继续在校学习的;
(四)未经请假连续2周未参加学校统一组织活动的;
(五)超过学校规定注册时间3周没有注册,且未履行暂缓注册手续的。
(六)本人要求退学,经劝说无效的。
第五十一条 国际学生的退学处理,由所在二级学院提出申请,经科研与发展规划处审核,分管校领导审批。非本人自愿退学的,提交院务会审定。
第五十二条 科研与发展规划处负责国际学生退学的善后事宜。
第十二章 毕业、结业、肄业
第五十三条 凡在学制年限内无法修完培养方案规定课程的国际学生,在学校规定的学习年限内,可申请延长学习时间。申请延长学习时间应由本人提出,报所在二级学院审核、科研与发展规划处批准、分管校领导审批。延长学习时间者,须按规定缴纳学费和相关费用。
第五十四条 国际学生在学校规定弹性学制年限内,修完教育教学计划规定的课程,成绩合格,达到学校毕业要求的,准予毕业,并在学校离校前发给毕业证书。
第五十五条 国际学生在学校规定弹性学制年限内,修完教育教学计划规定的课程,但未达到学校毕业要求的,准予结业,发给结业证书。
第五十六条 结业后,在最长学习年限内可回校申请不及格课程的补考或补作。成绩合格后学校颁发毕业证书,毕业时间按发证日期填写。超过学校最长学习年限且未达到学校毕业要求的,不再进行补考或者补作毕业设计、论文、答辩等,也不再换发毕业证书。对退学学生,根据学生具体情况,发给肄业证书或者写实性学习证明。
第五十七条 毕业、结业、肄业证书遗失或者损坏的,可向学校申请补办相应证明。经核实后,学校为其出具相应的证明书。证明书与原证书具有同等效力。
第五十八条 科研与发展规划处负责办理国际学生因毕业(结业、肄业)的离校相关手续,包含但不限于:国际学生离校通知单的制定和执行、国际学生费用的清缴和图书的归还、取消居留许可相关手续的办理。
第十三章 学生申诉
第五十九条 国际学生对学校的处理或者处分决定有异议的,可以在接到学校处理或者处分决定书之日起10日内,可以向学校学生申诉处理委员会提出书面申诉,具体事宜遵照学校学生申诉管理办法执行。
第十四章 附则
第六十条 本规定未尽事项,依照国家的法律法规及学校适用国内学生的相关管理规定及办法执行。
第六十一条 本规定自公布之日起实施。
第六十二条 本规定由科研与发展规划处负责解释。
International Student Management Regulations of Chongqing Jianzhu College
(Trial)
Chapter I General Provisions
Article 1 In order to further standardize and strengthen the management and improve the education quality for international students, regulations are formulated herein as per the “Education Law of the People's Republic of China”, “Vocational Education Law of the People's Republic of China”, “Administrative Measures on Student Enrollment and Education of International Students”, “Regulations on the Administration of Students in General Colleges and Universities”, “Higher Education Quality Standards for International Students Coming to China (Trial)”, “Interim Measures for Electronic Registration of New Students in Higher Education”, “ Exit and Entry Administration Law of the People’s Republic of China” and other relevant laws or regulations.
Article 2 International students mentioned in these Regulations refer to foreign students who do not have Chinese nationality in accordance with the “Nationality Law of the People's Republic of China and are receiving education at Chongqing Jianzhu College. International students shall abide by Chinese laws, regulations, college rules and regulations, respect Chinese customs and complete education tasks.
Article 3 International students are an important part of students on campus. All secondary schools(divisions and direct secondary units) of the College shall include international students in their education, management, and service systems.
Article 4 Admission, training and education management of international students generally follow the principle of “scale expansion, level upgrade, standard management, and guaranteed quality”. Sustainable development of the college education for international students shall be focused with a two-level management model of “coordination by departments and education provided by secondary schools”.
Article 5 Chongqing Jianzhu College accepts the following categories of international students.
(1)Degree program students with good health, no bad behavior records, high school graduates or equivalent academic achievement. Applicants can apply to study related majors in Chongqing Jianzhu College and the specific requirements shall be implemented in accordance with International Student Enrollment Guide of the application year .
(2)Non-degree program students including students for training or further study.
Article 6 The Department of Scientific Research and Development Planning, as the central administration department for international students, under the administrative leadership of the college party committee, shall comprehensively manage, guide and coordinate the work relating to international students as per relevant national laws and regulations.
Chapter II International Students' Rights and Obligations
Article 7 The College shall protect the legal rights and interests of international students by facilitating them to
(1)participate in various activities in education and teaching schedules, use educational or teaching facilities, equipment, and borrow books in accordance with college regulations;
(2)participate in social services, scientific and technological services and activities such as entertainment and sports in accordance with the relevant regulations of the College;
(3)apply for scholarships in accordance with related regulations;
(4)obtain fair evaluations in terms of ethics, morality, academic performance, etc., and after passing education assessment, obtain the corresponding academic certificates or certificate of program completion.
Article 8 International students shall perform the obligations of
(1)abiding by Chinese laws, regulations, school rules and disciplines;
(2)paying tuition fees and related fees on time;
(3)cooperating with school management, maintaining school orders for education, teaching and living;
(4)learning diligently to complete specified study tasks.
Chapter III Admission and Enrollment
Article 9 The Department of Scientific Research and Development Planning shall be responsible for the admission and enrollment of international students, covering
(1)program promotion for international students;
(2)preparation of program promotion brochures;
(3)organizing relevant departments to review international students' passports, highest academic qualifications, transcripts, medical examinations, and no-crime records;
(4)timely sending materials such as admission letters, registration instructions, and visa application forms to accepted international students.
Article 10 Related secondary schools shall carry out targeted promotion in accordance with the College’s international student program brochures based on the status of their teaching staff and disciplines; Related secondary schools shall also conduct professional reviews and assessments of learning capability on applicants, organize professional interviews if necessary, and report the results of the review and evaluation to the Department of Scientific Research and Development Planning.
Chapter IV Enrollment &Registration
Article 11 Together with the Party General Office, Student Affairs Department of Party Committee, Finance Department, Security Department, Information Center, Infrastructure and Logistics Department, College League Committee and relevant secondary schools, the Department of Scientific Research and Development Planning shall complete enrollment tasks such as pick-up for international students, distributing campus cards, accommodation check-in, and payment of tuition.An international student service zone or spot at the registration site can be set up.
Article 12 When new international students register, they shall hold the “Admission Notice of Chongqing Jianzhu College”(original) , “Application Form for Foreign Students to Study in China” (original) (JW202 Form), valid study visas (X1, X2) or residence permits, and “Medical Examination Information” (original), and arrive at the College for registration procedures according to the specified time. Those who are unable to register on time due to special circumstances shall report to the College in advance. Except for force majeure, those who have not been granted with extension for registration and fail to complete registration procedures within two weeks (14 days) from the first day of registration shall automatically be disqualified from admission.
Article 13 After registration all international freshmen students shall receive a medical examination arranged by the College. Any patient diagnosed with specified illnesses which makes study at campus impossible shall be disqualified from admission and leave China within a limited period of time. If a hospital of Grade A Class II or above diagnoses and confirms they can recover and health standards can be met within a short period of time, the students may apply in person for approval of retaining their admission status for 1 year and return home for treatment. Students who retain their admission qualifications shall not have student identity, the treatment of students on campus or students with permission for suspension of study. Those who have been treated and recovered while retaining their eligibility for admission shall obtain a testimony issued by a hospital of Grade A Class II or above before they re-apply for admission to the College and a confirmation by China's health and quarantine departments before they reapply for admission to the College, go through the admission procedures to obtain student identity. Those who fail to apply after the deadline shall be disqualified from admission.
Article 14 All international students shall be insured. International students to stay in China for over half a year shall purchase “Insurance for International Students Coming to China”. The scope of coverage is subject to relevant policies of the insurance company. Those without insurance as per regulations shall not be admitted to the College; those who have already studied at the College but are not insured shall be disqualified for study in the College.
Article 15 International students shall bring their passports and student ID cards for each semester, arrive at the College within the specified date, and pay fees before the start of registration procedures for the new semester. Those who have not registered shall not be allowed to participate in classes, and no official residence permit shall be issued for them.
Article 16 Any found fraud for international student admission during registration shall lead to disqualification of enrollment to the College.
Chapter V Student Registration
Article 17 After new international students arrive, the Department of Scientific Research and Development Planning is responsible for registration.
Article 18 The Department of Scientific Research and Development Planning shall submit the list of registered international students to the Teaching Affairs Department for compilation of student numbers, preparing and distributing student cards. All relevant secondary schools are responsible for semester registration, daily teaching, final examinations, internships, graduation design (thesis writing), and certificate issuance for international students.
Article 19 Jianzhu College adopts a system of two semesters for each academic year, which are autumn semester and spring semester. International students who have obtained student status shall arrive on time for registration at the specified time, twice per academic year. Tuition fee shall be paid prior to registration. Those who cannot register as scheduled shall apply for registration suspension.
Article 20 Two more years in addition to the period stipulated for related majors shall be the maximum term of study for international students .
Chapter VI Teaching Organization
Article 21 The Teaching Affairs Department shall administer teaching arrangement for international students, and involved secondary schools are responsible for managing the daily teaching work for international students.
Article 22 Based on requirements of education, teaching standards, regulations of the corresponding majors, learning needs of international students, involved secondary schools shall formulate professional training plans including training goals, curriculum systems, teaching plans, hands-on practice, etc., which shall be issued and implemented after expert verification, review by the Teaching Affairs Department and approval by the College Council. The training program for international students shall include Chinese language proficiency and compulsory courses like Overview of China. International students are exempt from courses of College English, ideological and political theory , military training and sports.
Article 23 International students shall participate in the course assessment stipulated for the disciplines they are studying, which shall be conducted on one-hundred score scale. Those with a score of 60 or above (including 60) pass, those who fail (below 60 and 40) shall have a chance to retake the failed exams, and those with 40 or below or those who fail the retaken exams shall relearn the related courses.
Article 24 Those international students unable to take exams on time due to illness or special circumstances shall apply in writing to their secondary schools in advance and report to the Teaching Affairs Department for review. After approval, they may defer the examination. All those skipping exams without prior application or with request for leave rejected by college authorities shall be deemed as intentional skipping the exams, leading to a score of zero. Both the failed course and related exam shall be retaken in the following year.
Article 25 International students shall abide by the College’s various examination disciplines. Any disciplinary violation shall be scored zero, followed by corresponding disciplinary penalties depending on the gravity of the circumstances. The specific requirements shall be carried out in accordance with the College’s examination rules.
Chapter VII Daily Management
Article 26 Relevant secondary schools shall be staffed with counselors for the daily management of international students, and they shall facilitate the study and living needs of international students; in accordance with the College’s relevant international student management systems, education and management rules, regulations for international students shall be implemented by the counselors; counselors shall provide services regarding information, consultation, cultural and sports activities, etc. to the students and cooperate with relevant departments to handle emergencies.
Article 27 Vacations and holidays for international students shall be arranged as per China's holidays and College winter, summer vacations, rather than holidays of the international students’ home countries.
Article 28 Only after application and approval may international students hold events to celebrate important traditional festivals of home countries at designated locations or areas within the College. Behaviors and actions against other countries or nationalities, or words and actions that violate public ethics shall be prohibited.
Article 29 The College respects national customs and religious beliefs of all international students, but has no places for religious activities. International students shall not carry out any religious activities such as preaching or religious gatherings on campus.
Article 30 While studying at the College, international students may participate in student aid activities, but shall not be employed, run business, or engage in other business activities. Student aid activities for international students shall be arranged according to “Administrative Measures for Higher Education International Student Aid Activities ”.
Article 31 While on campus, international students shall abide by China's laws, regulations, college rules and regulations, and not be late for, leave early or skip classes.
Article 32 International students who, due to health or other reasons, can not participate in classes, practices, or other activities arranged by the College shall complete the application for leave procedures in advance. Absence from a single course shall be approved by the lecturer; absence of 2 or more class hours to 1 day shall be approved by counselors; absence of 1 to 3 days shall be approved by counselors and secretary of the involved secondary schools; absence of 4 days (including 4 days) to 1 week shall be approved by counselors, the secretary of the secondary school, and the Student Affairs Department of Party Committee. Those leaving 1 week or longer shall obtain approval from their counselors, the secretary of the involved secondary school, the Student Affairs Department of Party Committee, and the school leaders in charge; leaving over 1 consecutive month requires application and approval for suspension of study. All application for leave require completion of procedures via mini-app on WeChat. Failure of completion for those procedures online due to special circumstances requires filling out the “Request for Leave of Chongqing Jianzhu College”. With permission the student shall explain the reason for leave to relevant course lecturers.
Article 33 A total of 3 times for an international student to be late for class or leave classes early without justification shall be deemed as 1 time of absenteeism. Accumulative absenteeism below 19 class hours or less within 1 semester shall be lectured for attention. There is a warning punishment for absenteeism of 20 class hours, and further 20 hours of absenteeism during the affected period shall incur severe warning and penalties; those who are seriously warned, punished and once again accumulate absenteeism of 20 class hours during the affected period shall be given a demerit; those who had been penalized for absenteeism and once again accumulate absenteeism of 20 class hours during the affected period shall be given punishment of observation on campus; a leave of absence for 2 consecutive weeks from classes,hands-on practice, or other teaching activities shall incur cancellation of student qualification.
Article 34 During winter or summer vacations and statutory holidays, international students leaving college for more than 1 day shall apply to their counselors in advance and report the to secondary school for approval, informing their whereabouts, reasons, and travel time, and shall return to college at the agreed time.
Article 35 International students who leave college during winter or summer vacations and statutory holidays etc. shall raise their awareness of self-protection and not organize (or participate in) any activities that are illegal or harmful to the college reputation. Students out of campus shall be responsible for all their safety and those who do not return after the deadline shall be give serious penalties by the College.
Chapter VIII Rewards & Punishments
Article 36 The basic requirements for international students to apply for scholarships are as follows.
(1)Being friendly to China and respect the College;
(2)Being physically and mentally healthy, good conduct, abiding by China’s laws, regulations, school rules and regulations, and have no illegal or disciplinary offenses;
(3)No failure for any course examination.
Article 37 Award standards, application deadlines and quotas, etc. of Chongqing Municipal Mayor’s scholarships for foreign students shall be implemented in accordance with relevant policies of competent departments.
Article 38 The College shall arrange scholarships for foreign students and the specific evaluation methods shall be stipulated separately.
Article 39 Rewards for international students wining competitions shall be arranged in accordance with related college regulations.
Article 40 International students shall abide by Chinese laws, regulations, school rules and regulations. Violation against rules shall incur corresponding criticism or penalties based on the gravity of specific circumstances. Based on the order of severity, disciplinary sanctions are warning, serious warning, demerit record, observation on campus, and cancellation of student qualification.
Article 41 Students violating China’s laws and regulations, disrupt social orders and punished by judicial authorities or law enforcement authorities shall be accordingly penalized as follows.
(1)Students violating Chinese laws and establish a crime shall be ordered to quit the study;
(2)Whoever violates the “Law of the People's Republic of China on Penalties for Administration of Public Security” shall be punished in accordance with the relevant regulations of that law;
(3)Whoever violates the various rules and regulations of the College shall be punished in accordance with college student disciplinary rules.
Chapter Ⅸ Transfer of Majors
Article 42 First-year international students of degree programs may apply for a transfer of majors with the following situations.
(1)Students found with illness or physical disability after registration have been examined and confirmed by the medical institutions designated by the College that they cannot continue study in their original major but they are still able to study other majors at this College.
(2)Those with distinctive talents in certain areas can explore their gifts better in a different major.
(3)There are real study difficulties in the original major or other special reasons, after application and joint approval by relevant departments.
Article 43 When an international student transfers to a new major, an application with supporting materials shall be submitted by the student for review by the related secondary school, Teaching Affairs Department, the Department of Scientific Research and Development Planning as well as responsible College leaders. The application shall finally be approved by the College Council. Approval from related authorities is required for international students who receive various types of scholarships from higher authorities to transfer their majors.
Article 44 In principle, international students are allowed to transfer majors only one time during their study at college, and the transfer cannot cross discipline categories of literature or history and science or technology, art, sports, etc.
Chapter Ⅹ Suspension of Study and Return to College
Article 45 Students may complete their study in stages. Unless otherwise specified, they shall complete their studies within the maximum period of study (including suspension of study or retention of student identification) as stipulated by the College. International students shall be suspended from study if they have any of the following circumstances:
(1)Leave of absence due to health or other reasons for 1 consecutive month within one semester;
(2)A total of 3 accumulative months of leave due to health or other reasons within one semester;
(3)Students apply for suspension of study due to special reasons or the College confirms the students should suspend their study.
Article 46 International students applying for suspension of study shall complete the procedures as per the following regulation.
(1)International students suspending study for any reason shall provide relevant testimonies to go through a preliminary suspension review by their secondary school, report to the Teaching Affairs Department, the Department of Scientific Research and Development Planning for review and approval by related College leaders. The students shall complete procedures and leave the College within 1 week from the date of receipt of the permission for suspension of study.
(2)In principle, suspension of study for international students shall be an academic year each time and not exceed two times during the overall period of study.
Article 47 While international students are on suspension of study, they do not enjoy the treatment of regular students on campus. Awards and scholarships shall be suspended. Travel expenses, medical expenses, living expenses, and other expenses to return home from college shall be covered by students themselves.
Article 48 The College shall not be responsible for any accident or illegal act of the students that occur during an international student's suspension of study.
Article 49 International students returning to college shall complete procedures as follows.
(1)Students on suspension of study due to health or other reasons shall submit an application for resumption of study to the related secondary school one month before the expiry date of study suspension; study suspension due to health reasons shall require a testimony of recovery issued by a hospital of Grade A Class II or above designated by the College for review and approval prior to application for resumption of study; the application shall go through preliminary review by the related secondary school, the Teaching Affairs Department and the Department of Research and Development Planning, and finally approval by College leaders.
(2)After returning to college, the students shall join in the corresponding grade for study with the same tuition fees for that grade.
(3)Failure to complete the above procedures to resume studies within two weeks after expiry of the study suspension shall be deemed as voluntary withdrawal from the program.
Chapter Ⅺ Withdrawal
Article 50 Any of the following circumstances shall incur an order to quit the study program.
(1) Failure to accomplish studies within the specified period of study by the College (including suspension of study);
(2) Failure to apply to resume studies within two weeks after expiry of study suspension or the application to resume study fail to meet requirements after review;
(3) Diagnosis by a hospital of Grade A Class II or above showing the students are unable to continue their studies at college due to physical or mental reasons;
(4) Failure to participate in the college-organized activities for 2 consecutive weeks without permission for absence;
(5)Failure to register without completion of study suspension procedures for 3 weeks beyond the specified time .
(6) Students own request to withdraw and persuasion to stay fails.
Article 51 To handle international students withdrawal from study, an application shall be submitted by the concerned secondary school for review by the Department of Scientific Research and Development Planning, and approval by the College leaders in charge. Withdrawal beyond students’ own request shall be submitted to the College Council for review.
Article 52 The Department of Scientific Research and Development Planning shall be responsible for proper handling of the international students’ withdrawal from college.
Chapter XII Graduation, Completion and Dropout
of Study Program
Article 53 Any international student who is unable to complete the courses stipulated in the education plan within the academic period may apply for an extension of study time within the period stipulated by the College. Application for extension of study time shall be submitted by the students themselves, reported to the concerned secondary school for review and approved by the Department of Research and Development Planning, and reviewed by College leaders in charge. Those who extend their study time shall pay tuition fees and related fees in accordance with regulations.
Article 54 International students who have completed the courses stipulated in the education and teaching plan within the flexible academic period specified by the College, passed the exams, and met the requirements for graduation from the College shall be allowed to graduate and be conferred on a certificate of graduation before leaving school.
Article 55 International students who have completed the courses stipulated in the education and teaching plan within the flexible academic period specified by the College but have not met the requirements for graduation shall be allowed to graduate and conferred on a program completion certificate.
Article 56 Those with a program completion certificate rather than certificate of graduation may apply to the College to retake the failed exams or practice classes within the allowed maximum period of study. After passing the exams, a certificate of graduation shall be conferred. The graduation time shall be the date when the certificate is issued. Those who have exceeded the maximum period of study and failed to meet the graduation requirements will no longer be allowed to retake the exams or to complete graduation designs, essay writing, essay defenses, etc., nor will they be conferred on a certificate of graduation. For students who have dropped out of college, a program participation certificate or a study certificate will be issued according to the student's specific circumstances.
Article 57 Where a certificate of graduation, program completion, or dropout is lost or damaged, students may apply to the College for a replacement certificate. After verification, the College issues a corresponding certificate which has the same validity as the original.
Article 58 The Department of Scientific Research and Development Planning is responsible for handling procedures concerning international students leaving college due to graduation (program completion or dropout), including but not limited to formulating and distributing notices, payment handling of fees, return of books and cancellation of residence permits for the leaving international students.
Chapter XIII Student Complaints
Article 59 International students objecting to the College’s handling or disciplinary decision may submit a written complaint to the Student Complaint Handling Committee within 10 days from the date of receipt of the College’s handling or disciplinary decision. The specific matters shall be dealt with as per the College’s student complaint management measures.
Chapter XIV Supplementary Provisions
Article 60 Matters beyond the above provisions shall be handled in accordance with national laws, regulations, relevant administrative regulations and college measures applicable to domestic students.
Article 61 The above regulations shall take effect from the date of publication.
Article 62 The Department of Scientific Research and Development Planning shall be responsible for interpreting the regulations.
